Do you have a branch with your ubuntu-defaults-nl code so we can check
the actual changes made?
You're mentioning that you set langpacks to 'nl', but the right setting
is probably 'nl complete', so perhaps this is the issue?

No, complete only affects langpacks.txt; language.txt is supposed to
have the lang code only.

#3: The problem also occurs when building the example package, which has
'de complete' as language pack.

Sorry, I did mean langpacks.txt, my mistake.

I can't reproduce this. I used ubuntu-defaults-template ubuntu-
defaults-de, set i18n/language.txt to de, i18n/langpacks.txt to de,
and the resulting ISO defaults to German and boots into a German
desktop. This shows that the machinery to set the default in gfxboot
still works.
Trying the same
I also built a Dutch CD now: I used ubuntu-defaults-template ubuntu-
defaults-nl, set i18n/language.txt to nl, i18n/langpacks.txt to nl.
All working fine. Can you please check the following things:
- Please triple-check that you have nl in i18n/langpacks.txt
- please check the selected language
Looks like this was caused by the fact that I used unetbootin to put the
iso on a usb stick. When I use kvm to test the image I do get a
localised environment.
Not sure if this makes the bug invalid, many people advice (new) users
to use unetbootin to put the image on an external thumbdrive,
Thanks for the update. Is there a reason why you are using unetbootin
instead of usbcreator, which is what we install by default?

Even if it is an unetbootin bug, I'd still be interested in the
questions from comment 8, in particular what the language in gfxboot is.
That's all that ubuntu-defaults-image can really influence.

I never get the 'Humans equals keyboard' screen when I use unetbootin. It
immediately goes to a custom unetbootin-themed menu that contains all default
options (test disk, memtest, try ubuntu, install ubuntu etc). Pressing a key
before it gets to that screen has no effect.

Ah, that would be it then :-) If you find out how to change the
default language in unetbootin, we can add that capability to the
The same thing happens for the example package, the default language of
the system is English, even though other languages (german) are
installed.
