Public bug reported:

I do not know if this is a feature in earlier versions of Kubuntu or
not, but I do know that when I used Ubuntu I was able to hit fn+11 to go
back a song in applications pithos banshee .etc and even when no
applications was running if i hit the hotkey (in mint this time) it
would display a not allowed sign. In Kubuntu these keys are not
recognized at all. I have tried the wiki page on
https://wiki.kubuntu.org/KDEMultimediaKeys and followed every
instruction I can think of. I believe this is a bug because this feature
is available in other versions of Ubuntu.

What I tried 
Xmodmap
KDE Gui shortcut editor 

What happened the 
keys did not work

What i expected to happen
fn+f9=pause
fn+f10=stop
fn+11=previous song
fn+f12=next song

Notes 
Certain keys do work. For example fn+left turns the brightness down and fn+12 
does the opposite. Fn+down turns the volume down and fn+up turns the volume up
