I think there's a misunderstanding about this bug. The issue I had was
that network manager took control of all interfaces regardless of the
way they were configured in /etc/network/interfaces. So using that file
was not a work around at the time I reported this bug. If that now works
then this is
the ltsp issue is fixed (see bug 100021) with NM respecting static
devices in /etc/network/interfaces again

configure one interface manually anyway.

For the record, workaround is to configure auxiliary network devices
manually in /etc/network/interfaces (you can use network-admin for that)
and only keep the primary interface managed by n-m.

I can confirm that this occurs. It kills Edubuntu on a dual-homed LTSP
server.
Restarting networking with "sudo /etc/init.d/networking restart" does
not correct the problem. You have to manually ifdown both nics and the
ifup both of them. This restores the IP address for both nics.

Perhaps the easiest solution would be to have the NetworkManager
processes launched under D-Bus check /etc/defaults files to see if they
should run or not?
