A couple more things. It seems that the apache2-doc.conf file in the source tarball does not get installed to /etc/apache2/conf.d as it appears it should be. If apache2-doc.conf is placed in /etc/apache2/conf.d and apache is reloaded, everything works as it should. I assume /manual/ (as set up by
