that is not the case for me on default configuration i.e. nothing
changed in CCSM. Can you please run unity --reset and after that try to
reproduce the issue and let us know what you find?

Importance:
I can reproduce systematically with a 12.04 (final ISO, Unity 5.10) in
VirtualBox (boot on the ISO - choose Try Ubuntu - System settings
- Appearance - set high contrast. No other change.). The menu bar
becomes transparent.
