The symptoms are the same but in addition Application lens doesn't work.
This appeared after:
1) upgrading Ubuntu 10.04 to 12.04 using Alternate CD, some packets were
updated from the Net. (PPA

software-center does not need to run as root for a start, what exactly
is the error in question?
