Inappropriate?. In both 12.10 and 13.04. Don't know if it's in 12.04
as well...

This appears to be happening when there is a review by the user, in this case
the code does not create self.complain.
Looking at the code it does not actually make that much sense to hide this link
but instead to hide the box itself, I
created a branch for that.
