Public bug reported:

I upgraded from oneiric using kubuntu-devel-release-upgrade

Apt is configured to download through apt-cacher-ng, which is running on
the same machine (the machine being upgraded)

The upgrade of apt-cacher-ng itself seems to have caused an infinite
stall (hang) of the upgrade process. Nothing happened for a number of
minutes. No cpu activity, no network activity.

I could solve the problem by executing
$ /etc/init.d/apt-cacher-ng restart
