This bug did not happen since 20th of April so I cannot reproduce it
anymore. I will mark it invalid now.

The bug did not happen today. I'll wait till Sunday, and if it will not appear

If it do appear I'll add the /run/nm-dns-dnsmasq.conf and the requested
information.

When you connect to the network, before applying your change to
/etc/resolv.conf, could you attach the file /run/nm-dns-dnsmasq.conf if
it exists, and see whether dnsmasq is running?
