This no longer seems to be a problem. I've tried it twice on new
installs and the font is a usable color now. Closing the bug.

Title:
Wifi widget text unreadable in Kubuntu Oxygen Desktop Theme due to
I was unable to determine what package this bug applied to. I don't
think it's a wifi bug, but a bug in the Oxygen theme. I figured I would
report it against a higher level package in Kubuntu and let those who
know re-assign it to the proper package.
Here are the results of `apport-collect 988612`
