Workaround is to open the panel settings (e.g. by clicking on another plugin),
then go to panel objects.
This is also a way to open the plugin's settings.
If you have selected a border around the elements (on the advanced
tab), you can click on the border above or below the graph.
note: My XFCE
Good for the colors but does the patch fixes also the right button
context menu? Is there a quick workaround that can be used to forcibly
remove the plugin from the panel?

I confirm this bug too, on xubuntu 12.04 installed from scratch :
* Menu doesn't work (left/right mouse button does nothing), so I can't verify
plugin option, can't remove the plugin. it's definitivly sticket to the bar,
until this bug is resolved ;).
* I don't see any cpu activity on it (on a
Status changed to 'Confirmed' because the bug affects multiple users.

I reported the bug to XFCE with a patch to implement this (change the color for
the progressbars). You can see it here
