I experience the same problem. When someone closes my laptop lid, when
no-one is logged in, the laptop keeps running and gets seriously hot
like a toaster oven. It is bound to fry one day. Please increase the
priority of this issue.
I'm running:
Distributor ID: Ubuntu
Description:Ubuntu 12.04
This issue appears not just at the lightdm login screen but also if you
are in a virtual terminal.

I see this on 12.10. My wife and I use XFCE sessions and closing the lid
with either session active suspends OK, even if the other person is
logged in too.
If lightdm is on screen (i.e. one of us logged out or selected "switch
user") when the lid is closed the laptop stays powered on.
