This is already possible; building against libgl1-mesa-dev will add a depends on libgl1-mesa-glx | libgl1, and both proprietary drivers provide libgl1. You don't need a dependency on libgl1-mesa-dri. It's safe to assume that users have that installed if they need it (or have deliberately removed

The Nvidia drivers are especially troublesome. The only Depends it seams I can use is nvidia-current and that isn't vary explicit. My current Depends line: libgl1-mesa-dri (= 8.1) | libgl | fglrx-driver | nvidia-current ** Also affects: nvidia-drivers-ubuntu Importance: Undecided
