If you go to onboard settings , the app, and select the general tab,
what is the status of the check box marked Show When Unlocking The
Screen?
I noticed that disabling the onboard keyboard myself did NOT untick this
box.

executions.)
1) Enable onboard through using onboard in dash
2) The onscreen keyboard should appear
3) Using the indicator, select QUIT
