Debian 6.0.5 has the same problem. I press Fn+F6 then brightness bar is decreasing, but screen brightness is not decreasign. It alwasy stays at full brightness. I press Fn+F7 then brightness bar is increasing, but screen brightness is still full brightness. We can to a test System -
