I have installed yesterday 12.04.5 LTS (!) and bug is still here.
Please fix it on next install media, it is very annoying.

and right-mouse click menu with selected option Open terminal. So pressing
Enter will open new Terminal.
MC remains with confirmation dialog.

For gtk-3 apps like gnome-terminal and nautilus I created a new file:
~/.config/gtk-3.0/gtk.css

Bug observed here before and confirmed again just now. Did not happen in
older releases of Ubuntu.
Interestingly enough, just tested, the F10 pressed event is indeed
sent to the terminal-based program. Tested with midnight commander (asks
to quit). Type cat then press F9 then F10. Both escape
