If all radio (WiFi, Bluetooth, etc.) were disabled using Fn+<key>
combination at the time of last shutdown, a subsequent restart correctly
renders all the radios in switched off state: WiFi is disabled,
Bluetooth and WiFi UI shows them as disabled. 'ifconfig' does not show
WLAN entry. However, pressing the same key combination in expectation of
enabling the radios does not enable. Only after pressing the key
combination for the second time enables radios. It appears as if at the
time of the first press after a reboot, the state is assumed to be
enabled.

Also, upon reboot with radios disabled and before they are enabled
again, external Bluetooth devices are found to be working fine with the
PC! Pointer for a Bluetooth mouse moves and clicks happen.
