By "grub command line" I assume you mean the old grub legacy "grub"
command and its "setup (hd0)" command. That and stage1 are part of
legacy grub, not grub2, which Ubuntu uses.

I've experienced the same problem.
I had ubuntu studio 11.10 installed before, then I installed (not upgraded to)
lubuntu 12.04, and it worked fine.
After that I installed openSuse 12.04.
Now I've installed ubuntu 12.04 from live USB and got Error 15.
/boot/grub/stage1 didn't exist. I fixed it fr
I forgot to mention that /boot is on the root partition on my machine.

I cannot reproduce this issue on my machines. May you post the hardware
configuration of both machines, and the partitioning scheme + where you
installed the bootloader? Are you multi-booting with more than one OS on
the same computer?
I have two Ubuntu 12.04 x64 machines with separate /boot parti
