Same here with a Mint 12 (Ocelot) and a Radeon HD 4650.
Set up a custom .deb package with the latest driver installer by AMD and
installed them. fglrx module is loaded (told by lsmod) but system
information still says vesa.

startup the flicker dissapeared, and, again, came back after a couple of
minutes of use. Setting [Option SwapbuffersWait on] in the xorg.conf

Britt, if Force full screen redraw (buffer swap) on repaint doesn't
work then that confirms there is a problem with the driver. or hardware
(probably driver). Because that option should give you flawless silky-
smooth graphics so long as vsync or SwapBuffersWait support is enabled
in the driver.

Jean-Louis, thanks for the patch! There were a few missing things,
luksformat, the manpages, all the gettext files need to go into -bin,
and cryptsetup-bin needs to Replaces:/Breaks: cryptsetup, and the new
Breaks: in cryptsetup was unnecessary. If you push this to Debian,
please use this patch
As for the new recommends to udisk, that's the actual new feature, i. e.
supporting the creation and mounting of encrypted media by default.
Arguably this could be considered a bug fix, as all the UI is already
there and it just doesn't work out of the box. It seems safe enough for
me, but I'd
