Yes, this is still an issue.
However, with latest Precise updates screen garbled only on Unity panel and
launcher (see attached screenshot).
I switch display resolution to another and then switch back to redraw
screen and get Unity panel and launcher looking normal.

No, tinc has a separate initscript in /etc/init.d. During startup, tinc
executes "ifconfig $INTERFACE $IP netmask 255.255.255.0", where

After looking throug many forum entries i managed ubuntu to see the
installed windows 7 by removing the windows recovery partition.
(WARNING: don't do this if you are not familiar with reinstalling
windows without using the recovery tools for your computer)
I booted windows and removed the partit

This can be caused by upstream resolvers using DNSSEC whilst the client
doesn't. I've just dealt with a user facing this issue.
The solution was to use DNSSEC with dig:

OK, I think I have narrowed it down. It seems that the problem exists in
"v3.3.8-quantal" while it is fixed in "v3.4-rc1-precise" and "v3.4-precise". So
I think any commit that fixed it should have been bewteen these two versions.
Even in the fixed kernels there are some messages(warnings/errors)

Just adding some initial thoughts which I've also relayed via IRC/mumble
discussions...
It would appear to me that the scope of this issue is much wider than
just the the LTS HWE Quantal testing in Precise. Based on comment #4,
I'd expect this issue to present for all releases from Natty->Quantal
