I confirm that the newly proposed kernel (4.15.0-45-generic) solves the
problem for me too (Dell latitude 5480+WD15 Dock). This closes the bug
1814117, marked as duplicate of this one.
That new kernel is now released in the standard ubuntu repository.

ISP is providing is not a working DNS server. I have changed my top
level router to distribute 8.8.8.8, 8.8.4.4, and 1.1.1.1 as my DNS

Did you switch terminals in between or reset it?
Those should not be related, it sounds more like a terminal screwup.
Like, sometimes, at least in gnome-terminal, it reaches a point where
readline and friends fail for some reason.
