I tried updating another vm I have locally and did hit the issue this
time. Starting from the update-initramfs process I followed the chain of
child processes, which leads to a process running

Also I note that plymouth was one of the packages being upgraded here,
and also in my vm which hung.

I can confirm this happens on both a Thinkpad T480s and X250. Acting on
the sliders does work, they change the volume/brightness, but they're
not updated to show the current setting.
