I did the bisection and found that the bad kernels started at 5.3-rc1.
The last 5.2 kernel, 5.2.21, was good. I have attached the SystemD
analysis here of the boots of both kernels. You can see from it that the
problem in rc1 is related to the gpu-manager service.

This seems to typically stem from a pip-installed version of distro-info
shadowing the apt version, like in the issue David S linked.
I'm not sure this can be prevented by the updater.

Kubuntu 20.04 recognizes the fingerprint scanner in lsusb but not much
else can be done about it

Follow-up, and bug can be closed, hardware issue.
For the record, I do think that the frustration in the original bug
report does point out that there is a need for a low level testing tool,
to help identify if it is an actual hardware issue, or a problem with
detection, or the drivers etc..
