confirming my guess:
this error occurs when having somehow "exotic" linux-image-* package
names - even thoug dpkg-deb can build them and dpkg is installing them
without compaints, they lead to an error here.
A custom built mainline kernel without special naming can be installed
without triggering

patience with the build system / test environment.

This is in both list and icon view. It was working before I updated to 22.04
from 21.10.
I see that you marked this a low importance, but it makes it extremely
difficult to use the computer, as I have to keep my keyboard nearby and

Trying to isolate the issue, I:
1. Booted my portable Ubuntu 18.04.6 installation on a different machine
(different CPU, chipset, but still Intel). On the other machine, kernel
4.15.0-177 booted without issues, so apparently it does not depend on
the installation, but rather on the hardware or BIO
Certainly if Debian is dropping the per-package code in favor of
needrestart we should head in the same direction, but we need to sort
out getting needrestart included in the desktop-common seed first.

I installed Ubuntu 22.04 on same RaspberryPI, and I noticed a huge performance
difference with fractional scaling on Wayland.
On Wayland I was unable to find any lag or delay or performance hit. On Xorg
