After upgrading some servers from 16.04 to 18.04 I'm met with a MOTD

It appears the main error here is:
(EE) NVIDIA(GPU-0): Failed to acquire modesetting permission.
which may related to bug 1795637, but probably not. It sounds like a
similar problem but in this case the bug would be in gdm3 instead of
plymouth.
As a workaround you might want to try disabling

I can confirm this bug, and the workaround with gsettings works. I encountered
this same bug on two different machines on 18.04, both updated multiple times
daily, one with a Logitech mouse + unifying receiver and the other with a
standard Apple wired mighty mouse, on both Wayland and Xorg.
