PPA which is what causes this bug to appear to begin with. Also, my
machine requires those kernel prarameters to function correctly with the
backlight, but removing them has no effect except inverting my backlight

If you installed GIMP from outside the repos at any time before the
upgrade, it would make sense that it would be removed for compatibility
reasons. Also, any and all installations from outside the official repos
are not supported.
The reason GIMP 2.10 was not included in 18.04 is due to the fact
GIMP 2.10 isn't included in Ubuntu 18.04 and is therefore unsupported.
However, by the output from the bug report, you're using 18.10 (for
testing purposes, I'm guessing)? If so, I recommend editing your bug

When setting CPU Governor option to anything other than Performance, the
setting does not persist after reboot.
To reproduce: Open ubuntustudio-controls, set CPU Governor to Ondemand.

@jbicha I agree, but I am not sure if this is really a bug with gimp
since the problem is MyPaint's reliance on an older version of the
library, and ultimately their failure to release a newer version that
relies on libmypaint 1.3. We first approached this topic over 6 months

While testing Ubuntu Studio Disco installation, I noticed with our theme
change that the non-interactive text (header and footer) appeared with
legibility issues (black on dark gray). A change to white text in the
CSS would be needed to correct this problem.
