After shutting down and later powering up the machine that experienced the
problem, I have been unable to reproduce it.
It was reproducible before shutting down though, and came and went as I removed
and re-inserted the line mentioned above.
I think I need to find why a URL needed to be fetched
From what I can see, in Precise both 'dx' and 'xastir' are built against
lesstif2, not openmotif.
However, I was able to build 'xastir' against my proposed openmotif
package. I wasn't able to build 'dx' on my first attempt, but I think
that is a related to a problem with GraphicsMagick, not

@Graham libviennacl-dev has a build-depends on libopencl1 (virtual) and does
not specify a suggested implementation (although this is against policy, so
probably can be filed as a bug against that package) .
I believe you are correct that this is against policy, the build-depends
should be on

I have rebuilt nvidia-cuda-toolkit, pycuda and starpu-contrib in my PPA
[1] against the current nvidia-graphics-drivers 331.38-0ubuntu5 package.
The packages now install correctly on nvidia-331 and don't try to
replace nvidia-331 with nvidia-331-updates.

We should provide libopencl1-1.1-1, but it is not the cause of the problems
with package installation.
We should *not* provide libopencl1-1.2-1 as Nvidia's libOpenCL.so is still at
version 1.1 of the OpenCL API.
Providing nvidia-libopencl1-1.1-1 as well would fix LP: #1307792.
