Once we have this knowledge and once I can reproduce it, I can go about
Git bisecting the commit which caused this, so I can then analyze the
changes between the 18.04 copy and the 18.10 copy (if that does indeed

This is quite confusing; even after I uploaded the fix to a PPA,
iterated on it before uploading, and confirmed it passed on all
architectures, s390x is FTBFS.
I'm subscribing Dmitry to get his thoughts on it, but for some odd
reason the current upload isn't good as-is.

Bringing the connection up with nmcli reveals this:

Please remove this package from Ubuntu. It is an Ubuntu-specific Qt 4
package that is no longer supported upstream.

review initramfs-tools-devices. A few notes:
