I see the same behaviour on my MacBook 2.1 (and the bug has been present

This seems to be by design. Instead of starting, it tells the kernel to
use the ondemand governer.
However, it doesn't seem to do this correctly, and my Turion64 (Acer
Ferrari 4005) just sits at the lowest speed (800MHz), constantly.

My Acer Ferrari 4005WLMi Laptop keeps booting up with the conservative
governor enabled. I can change it to ondemand, but a suspend, hibernate,
or reboot seems to revert it to conservative.

Note: I've also reported this in bug #80813 on package powernowd (which
may well be the same problem...)
