Accepted apport into noble-proposed. The package will build now and be
available at https://launchpad.net/ubuntu/+source/apport/2.28.1-0ubuntu3
in a few hours, and then in the -proposed repository.

if by the deb you mean the transitional package, then i have it
uninstalled, marked as "residual-config". I don't get prompted to file
against the deb.

I tested in a VM with the deb and snap installed. Reporting against the
deb is fine, reporting against the snap shows the issue described here.
