with the ongoing archive restructuring and the TB approval of delegating upload privileges to https://launchpad.net/~ubuntu-desktop, Colin Watson now threw the switch. That means that everyone in the team can now upload packages which belong to the desktop package set, i. e. the usual GTK/GNOME/KDE/i18n bits.
