Sorry, I know this is a mixture of arguments (intelligence of the user,
compliance with GNOME), but this is just coming from a computer
technician who
you can install that from
apt if you need it, but it shouldn't be installed by default for
aesthetics and size reasons.

I would say enable a very very simple Ubuntu screensaver on desktops
and a blank screen on laptops.
