Tech Board met again today and agreed on:
- Allow .desktop files to be installed outside /opt. This is the only
exception needed, and persia has a potential workaround for Maverick.
- In Natty, we'll modify Quickly, cdbs, python-support, and related
packages to support installation in /opt.
