The designers have thought about it. I don't necessarily agree with them, but if you didn't realise how it works before, then it's Alt+Tab to switch between applications, and Alt+` (the button above the tab) to switch between windows of an application. The two controls can be combined by holding down Alt, so you can switch to a specific window of another application in one step by utilising both buttons. I find myself using the wrong shortcut too frequently, but navigation is possible.
