Steps to reproduce:
1- Download it:
cd ~ ; wget
http://cdimage.ubuntu.com/ubuntu-server/daily/current/xenial-server-amd64.iso;
2- Boot it by running: kvm -cdrom ~/xenial-server-amd64.iso -m 1024 ;
3- Wait for
I'm not sure about what do you mean but, there is a easy test you can
run to try to figure this out...
1- Installs Ubuntu 15.04;
2- do your tests;
3- run: `do-release-upgrade` to upgrade it to 15.10;
4- do your tests again...

attention, I also need to say that I never had any problems with Ubuntu
Cloud Archive for non-OpenStack deployments.
All my regular KVM Hypervisors, Trusty and Precise, have the latest Cloud
Archive enabled.
