I thought I would reply with my own fix. After changing my search
terminology, I stumbled across a post from 2013 which had the same problem.
The problem is that Wheel Emulation was disabled. For the simple fix, you
can install (sudo apt-get install gpointing-device-settings) and re-enable

On one of my Ubuntu 14.04 installs the middle mouse button no longer
pastes. I am unsure how to trouble shoot this? Is this a problem with the
buffer or has some update disabled the middle mouse button paste
functionality?
I appreciate any insight.
