I can't reproduce this bug with the latest version of compiz in the proposed
repro.

I'm attaching a simple test app that exposes the issue, try running with
QT_ACCESSIBILITY=0 - everything's fine, but make that QT_ACCESSIBILITY=1
and scrolling slows down significantly.
