Public bug reported: I'm using Ubuntu 16.04. Under System Settings->Power I set "Do nothing" for the lid close action. If I go into System Settings->Brightness & Lock and set the "Lock" toggle off, then the screen does not lock when I close the lid, but this also turns off the timeout lock. If I set the "Lock" toggle on, and set the "Lock screen after" time to 1 hour, then the screen locks immediately when I close the lid. Closing the lid should not lock the screen when the lid close action is set to "Do nothing." If it is going to lock after the lid is closed, it should wait the specified time.
