I can only re-iterate my suggestion from earlier, with a slight
alteration:
If we had a Windows 7-style window selector displayed on hover then the
behaviour could be:
1) Open/restore window(s)
2) On hover, display window selector alongside icon
3) On click, minimise all windows

Agreed, IMHO icons should fold from the top and the bottom and that
folding (or rather unfolding) should follow the mouse pointer. Icons
should never simply disappear off-screen.

Agreed with Friik. When the mouse is not hovering over the pointer the
folding should be distributed evenly. That will mean that all icons
should remain visible and recognisable unless you have a simply vast
number of windows open. When you hover over the launcher the hovered
icon should unfold
IMO this is a valid point, but it would be very confusing if the
titlebar buttons in the panel corresponded to the non-focused window
whilst the menu in that very same panel corresponded to the focused
window.
I think the best solution might be to adopt Andrea Azzarone's idea and
move the menu

Perhaps I've misunderstood the proposal but if my understanding is
indeed correct then I still think it would prove confusing. Let's say
you had a maximised firefox window in the background and an focused,
unmaximised nautilus window in the foreground. Currently the panel would
display the
Dylan, I think you're right. ;)
To sum up (my position, at least):
1. For maximised, focused windows the top panel functions as a title
bar. This behaviour should be consistent even if the window is not
focused.
2. Currently, non-maximised, focused windows send their titles and menus
to the top
I can confirm this was fixed for me in a previous Ubuntu release.
Suspend and resume work fine in Ubuntu Lucid for me.
