No, it seems a 4B is happy with dtoverlay=dwc2,dr_mode=host loaded. I had a suspicion this might be the case as it should only affect the mode of the dwc2 port, which is the USB-C power socket on the 4B, and I assume the USB ports you're having trouble with are the type A USB2 and USB3 ports --
