Can replicate on dual-boot machines with encrypted home - 10.04 and 12.10.
I just thought it was a boot slowdown, didn't think anything of it
since it works.

Turns out it was a bug having to do with using the same config files
since Alpha 1 - a quick rm -rf ./.config ./.gnome* fixed it. Must
have had a corrupted dconf database or something. Marking as invalid,

You're correct. Unity wasn't installed for some reason. I installed it, and
I've got the same problem still. It doesn't load. Here's what I get when I run
unity from the command line:
compiz (core) - Error: Couldn't load plugin
