The problem was specifically in the Kid3 settings for user actions. It
was unclear how to add a new user action. Only after reading the help
multiple times I figurede that I could use the right mouse button to get
a context menu with add row.

when one row is empty it is gone. It is not possible to ad rows or to change
the order.
