Taking QCAD out of draft mode worked for me. I guess it was just
operator error in my case.

If you go to : Edit Current Drawing Preferences Dimensions You can
set up the characteristics you like for the dimensions.

I have same problem but when Qcad is started by root from the command
line it works OK. May be permission problem but they all look good to
me.
