Its not easy to keep a machine up
and running 24x7 for a public repo/site that too in India.
Nah.. its for everyone, everywhere. As VK said, its not at all easy
setting up a repo :) and a slow server will be a real killjoy.

Oh, problem is magnified in India beacuse the ISP would not accept
the problem on his end that too with Linux on

I'm part of this organisation here, in iit roorkee called IMG, we are
responsible for creating/managing the internet/intranet services +
there are two domain names, for iit roorkee, iitr.ernet.in and iitr.ac.in,
the first one is one an old leased line, of 5-6Mbps, has to be slow,
the new one has download link of 34Mbps, and unlimited uplink...
and infrastructure and manpower does exist... no doubts about that..no
powercuts
