Are you on a carrier like O2-DE, Free (France) or similar, where there are
agreements between companies and they use others' towers to provide fast
internet access when they do not cover the area?
If so, you have to turn on Roaming options to take advantage of these
"feature".

Have you tried doing 3-4 discharge/charge cycles?
It helped me a lot with weird output in the battery settings app, like the
one that you have.

I had this problem sometimes already with r22, and with r23 it got worse.
Situation: I am temporarily in an area with not-so-good coverage.
Inside the house at some point there is H connection, if you move a bit it
goes down to E, then other 50cm back to H, then oth
grows and shrinks
depending on how one moves and scrolls the windows to the right/left.

It was, since the battery was drained to 0, no sign of life even when
touching the power button.
I had to disconnect the charger and reconnect it, then the charge started
again, waited some time and then I could turn it on again.
