And my 32bit system with
1GiB RAM doesn't swap anywhere near as much as my 64bit system with 2GiB did
(remedied by upgrading to 4GiB), even with the same workload.

It's network-manager, not NetworkManager, in 9.10. Also, the correct way to
stop services is (and has been) either:
sudo /etc/init.d/ stop
or
sudo serivce stop

killall is fine, Maybe you're giving it the wrong process name? NM used to be
NetworkManager but is now network-manager
