In our CI environment, for most of our projects we want trunk to be always in sync with what is in the distro, so it should also be safe to only use packaging bugs. If upstream wants the bug tracker to be enabled for the upstream project, that's fine, but it also needs to help handling the bug list that affects the package, as that's always the main target when opening bugs that were caught when using the image/archive.
