b) I think you are probably on the right track here. The DNS server was
set as my router since it passes on request. When I disabled it, I also
disabled static DNS. Now /etc/resolv.conf has two extra entries first
to actual DNS servers.
But
At some point sendsigs was changed to omit processes under upstart's
control, and apparently I didn't notice. I've made the appropriate
change for the next openssh upload. Thanks.

$ /lib/nut/megatec_usb -D -a upsname

Please convert init script to upstart.
I agree with Colin, I think you can replace the old call to
dh_installinit with just a bare 'dh_installinit', and the upstart file
(which appears to be named correctly) will be placed in the appropriate
place. Then you don't have to change dovecot-common.dirs either.

I was able to repeat the steps, and agree with your assessment that the
reload signal is getting delivered before the server has even
registered its signal handlers.
I set it to medium, because it might expose the php code of an
unsuspecting user until they restart the server.

I was unable to reproduce this by installing apache2, enabling ssl,
hitting the site a few times, and then rebooting the machine.
apache2ctl does clear out /var/run/apache2/*ssl_scache* .. but thats
the closest thing I could find to something clearing out
/var/run/apache2.
Marked as Incomplete.
Tried your suggestion with my current working setup and it couldn't
claim the interface and timed out after about 10 seconds. Then I
stopped nut and tried it again and it stopped in 5 seconds. Restarting
nut produces output again. I attached the log.
I'm not sure what else needs to be done.
In reviewing your email with my teamyou are right. I am pretty sure the
admin how ran into the bug used the OCF script instead of the init.d to try
to match what heartbeat is doing. Looking at ocf it doesn't use
apache2ctl, it uses /usr/sbin/apache2. I will retract my bug report from you
and add

automounting when your primary group is large (thousands of users). The
bug has been addressed by increasing the group buffer size geometrically
rather than linearly. If the primary group is small, there will be no
