I'm marking this bug fixed released in lucid.
Karmic installs the puppet init script with the no-start option which
explains why puppetd is not stopped on package removal. The no-start
option was dropped in lucid: puppetd is properly stopped when the puppet
package is removed.

To get a SRU published a test case needs to be added to the bug
description as outlined in https://wiki.ubuntu.com/StableReleaseUpdates.
As for the debdiff, it should be based against the latest version
published in hardy and should be targeted to hardy-proposed instead of
hardy.

The problem you're seeing may be related to the fact that you've
installed mysql from sources. Marking the bug as Invalid - make sure
that the Mysql from source installation has been correctly removed
before reinstalling the mysql ubuntu package.
