If I use ssh-agent instead of seahorse, it works. Seahorse never even
asks for a passphrase for the key. Hence, I think it's a seahorse bug.
You can use ssh-agent instead by editing /etc/X11/Xsession.d/60seahorse
and adding unset SSH_AUTH_SOCK

I have more news on this bug. It is possibly a bug with Hardy in general
and not with squid specifically.
I turned off squid and apache and let the machine just run (doing almost
nothing). The cache did not appear to grow much at all, definitely not
at the predictable rate it did when squid was tu

@Arnaud: It wasn't, I was suffering the bug 209001 issue. Hardy version was not
working until nut_2.2.1-2.1ubuntu6, so I was using Gutsy version.

Hitting this assertion error should also generate log entries. Could
you please check /var/log/samba/log.smbd (or the per-host logfile) for
entries of the form "Failure to set uid privileges to [...]"?

It did persist, but as there seemed to be something wrong in the OS
altogether, I gave it a reboot and after that the problem has not
occurred, at least not yet.
The log does not seem to reveal much of anything:
